Photoshop Elements 4.0
The loverly Justin Poortinga:
Going from this:
to this:
1. Crop, filter > sharpen > unsharpen mask. I wanted to give his skin a glowing effect so I played with the sliders until it looked the way I wanted it to.

2. I took this background tile pattern from www.coolnotions.com and lightened it.

3. Paste it over your image, multiply 100%.
4. Duplicate the base and drag that to the top. Erase the part of the base background that covers the pattern.
5. Use the magic wand tool and outline the background. Stroke a 3px border around your selection in some light color, set to 50%. I used #f4dceb.

6. Add text. I used a script. Simplify the layer. Layer > simplify. Using the magic wand tool, choose each word, and stroke a 1px border around the word, in white 50%. You can see in later steps that I actually went back and changed the text, because I didn't like the size of it.

7. Add a grid pattern: Mini-tutorial alert: There's lots of ways to make grids, but I first make a new blank file that's 2px by 2px, then I zoom it to the max, which is 1600% for PS Elements. I take the rectangular marquee tool and make a square, it automatically goes to the 1 px by 1 px square. Fill in with black. (or whatever color you want, depending on how you want your grid to look.) Rectangular marquee again, and fill the opposite corner with black also. Layer > new. Rectangular marquee on one of the corners left, fill with medium gray. Now go edit > define pattern, name it and save.
8. Layer > new fill layer > pattern. Choose the pattern you just saved, and then erase it over everything except the skin. Set to overlay at 30%.

9. Layer > new, select > all, edit > stroke. Make a border 2px wide on the inside, using the eyedropper to pick a color from your image. I used #e33e47, at 50%.

10. Big text, same script, in white, lower the opacity until it looks right. In this case, it was about 60%
11. Final product:
