Fairy manga icon
I'm using Photoshop Elements 4.0, so I'm sure this would be heaps easy for any higher level software.
I chose this pic because it was fairly simple, not a lot of extra stuff.
So we're going from this:
to this: 
1. crop to 100x100
2. filter > sharpen , filter > sharpen edges
3. duplicate the background image three times, and set each layer, in order, as screen 100%, then soft light 100%, then multiply 80%
Now you have this:
4. put this pink gradient,
made by me, rotated 90 right, over it, set to multiply at 100%, and it looks like this: 
5. next put this light stripey texture,
which I got from google, set to overlay 100%, looks like this: 
6. layer > new, then stamp this custom dragonfly brush that I made
in random areas of the background. Any natural form brush will work. I clicked it three times at each spot to get it darker. Set at 28px.
7. copy the background image again, set to screen at 35%, gaussian blur at 3px. Now it looks like this:
8. paste the light stripes again, this time set to screen at 70%. Now you have this:
9. Duplicate the background again, set to overlay 75%, gaussian blur 6px. You have this:
10. Layer > new, select > all, stroke a 1px border on the inside, in dark, dark green. I used #111d00
11. Add text. Layer > new. Font CAC Saxon bold. I used the same color for the text as I did the border.
You're done!
