Warp Tool Tutorial
This tutorial is basically just about how to use the custom warp tool in Photoshop. I have PSP 11, and I hunted around in there to see if it would work, but I don't know this program very well, so while I didn't see a way to do it, that doesn't mean it can't be done.
So . . . apply this texture
to this icon 
The original image.
Crop, duplicate your base twice. Put the top layer to screen and leave the one in the middle (the first duplicate) alone for now.
Duplicate your screened layer again, and one more time, setting the top layer to soft light. I tend to put a few screen layers in and then adjust the opacity of them as needed later. In this icon, the screen layers were at 75% and 40%.
Next was a selective color layer, just to increase the color of his shirt, his jeans and his hair, because I knew I would be putting some noise layers on later. I don't know what settings I used but I messed with the reds, yellows and blues. I also put in a color balance layer to do the same thing.
Paste this texture and rotate 180. Set to multiply.

Use a layer mask to apply the texture only to background. I did it by using the magic wand tool on the background and then clicking the layer mask icon.
Now the texture to warp. I used this texture:

Obviously the texture was going to cover up way too much of the icon, especially since I liked the crop I had going, but I liked the look of it, so I made it work for the icon. Click on the move tool, and then check 'show transform controls'. If you click on the dotted line, it will give you the warp icon up on the tool bar.

If you click on the icon, it will give you the warp guides. You should have a drop down where you could pick some of the preset shapes, but for this we're just using the custom one.
Warp guides:

Now just slide those diamonds on the sides of the guide and change the texture however suits your icon. I slid the ones on the right side apart further to distort the texture on the right side. I also pulled on the top and bottom ones to make the texture bigger. I finally set the layer to multiply.
You can use the warp guides to twist a layer into virtually any shape you like.
I went back to the duplicated base layer that I had left set to normal, desaturated it, and sharpened it. Then I reduced the opacity some.
Added text below the coloring and texture layers and it's finished.
